Once you have made all the moves available, start moving cards away from inventory. You can move cards from stock to platform and foundation according to the rules. When all the cards are moved to the base, you win.

The rule states that you can only move one card at a time. But as a shortcut, if there are enough blank screens stacked, BVS cards will allow you to move the full or partial build.
